Macdonald Puts Petty Politics Before Tamworth Residents and Irrigators

The Tamworth-based National Party Senator Sandy Macdonald is misleading the community by stating that the Federal Government has not been asked to fund their proportion of an enhancement to Chaffey Dam, according to the Member for Tamworth Peter Draper.

Mr Draper said that he had written to the Prime Minister, the Hon John Howard on March 13th this year and faxed a copy of his letter direct to the Prime Minister’s office on the same day, asking that the Federal Government commit to the funding allocation identified in the Chaffey Dam Reference Panel report.

“Following written advice from Premier Morris Iemma that the NSW Government was willing to contribute a further $4.697 million towards the Chaffey Dam upgrade and enhancement as requested by the Reference Panel, on March 13th I faxed a request to Prime Minister Howard asking him to commit the Federal Government to providing the $6.545 million identified in the report as being the Federal component,” Mr Draper said.

“For Senator Macdonald to claim that the Federal Government has not received a formal approach for funding assistance to enhance Chaffey Dam is simply untrue.”

Mr Draper pointed out that the Reference Panel’s report had been prepared after years of examining many options to secure the water supply for Tamworth residents, businesses and irrigators, and it had determined that an upgrade to lift the dam’s capacity from 64 gigalitres to over 100 gigalitres was the best option. He also said that the NSW Government had already committed $14.5 million to fund a safety upgrade of the dam, so a further $4.697 million would take the State’s contribution to over $19 million.

“With Premier Iemma indicating that he will hand over water management of for the entire Murray-Darling system to the Federal Government, the Coalition will eventually assume responsibility for the entire $29 million project, so a commitment now to provide $6.545 million seems very sensible,” Mr Draper said.

He said that the Reference panel had involved irrigators, Tamworth Regional Council, industry and various Government agencies in determining the best solution for the long-term water needs of the community, and for Senator Macdonald to dismiss their recommendations was an insult to all participants in the process.

“Instead of playing these stupid political blame games, Senator Macdonald should be strongly supporting the Tamworth community and local irrigators by lobbying the Prime Minister to provide the funds needed from the Federal Government to complete the project,” Mr Draper concluded.

Draper Welcomes Establishment of Rural Taskforce

The announcement that Richard Torbay, Independent Member for the Northern Tablelands, will establish a Rural Taskforce to make recommendations directly to the Premier on behalf of country communities has been strongly welcomed by the Member for Tamworth Peter Draper.

Mr Draper said it was clear to country people that the NSW Government has been focused on city issues, often to the detriment of country residents.

“The establishment of a Rural Taskforce will give country people a direct link to the Premier, and will provide a conduit for concerns or opportunities to be addressed directly by Mr Iemma,” Mr Draper said.

“Mr Torbay has said that the Taskforce will include representatives from NSW Farmers, the Country Women’s Association, plus the Local Government and Shires Association, and I would like to see it broadened to include representation from the rural doctors network, and organisations that provide frontline services across country NSW.”

Mr Draper pointed to the cost shifting from the NSW Government to local Councils over recent years that has resulted in deterioration in the ability of Councils to maintain and upgrade roads and bridges, plus provide adequate water and sewerage services for country communities.

“The pendulum has swung too far, with the NSW Government handing over many responsibilities to Councils without providing them with the necessary funds to allow for these responsibilities to be properly met,” he said.

Mr Draper went on to say that red tape, Native Vegetation legislation, industry compliance and over regulation plus rural mental health provision were all issues of concern, raised with him during the recent election campaign, that should be examined by the Taskforce. He added that the life expectancy gap between Aboriginal people in country communities and the broader population was a significant problem that needed urgent solutions.

Mr Draper also congratulated Mr Torbay on his nomination for Speaker in the Legislative Assembly.

“I am looking forward to seeing an impartial Speaker given the partisanship that was clear under the previous regime,” he said.

“I congratulate Mr Torbay on his nomination, and look forward to working with him to advance country causes over the next four years,” he concluded.

Community First Responders now Operating in Tambar Springs

The second local graduation class of Community First Responders were recognised at a ceremony in Tambar Springs this week, with many official guests including Brigadier Philip McNamara from the SES, Mike Willis, the General Manager Operations for the NSW Ambulance Service, Gunnedah Shire Mayor Gae Swain and the Member for Tamworth Peter Draper.

Mr Draper said he was delighted by the improvement in emergency response times following the state-wide launch of the program in Nundle late last year, as highly qualified Ambulance instructors train local SES volunteers in pre-hospital care for emergency patients until ambulance officers arrive on the scene.

He pointed out that the program trains SES volunteers in techniques used for advanced airway management, diagnosis and treatment of respiratory illnesses, plus management of cardiac complaints, including early defibrillation and treatment of severe trauma, thus improving survival rates for critically ill patients.

“With many small communities including Tambar Springs and Nundle located a significant distance from an ambulance station, having locally-based SES members trained in these skills is invaluable should an accident or emergency situation occur.

“This is an very positive program and I am pleased to see other small communities are also being targeted by the SES and NSW Ambulance to enjoy the benefits of Community First responders.”

Mr Draper praised the 14 Tambar Springs and 41 Gunnedah SES volunteers, pointing out that Tambar Springs volunteers had undertaken 160 plus hours of operational activity over the past 12 months, while Gunnedah SES had contributed over 1,000 volunteer hours spanning some 42 tasks or events during the same period.

“We as country residents owe a great deal to these wonderful volunteers who always put the community’s priorities ahead of their own personal needs,” Mr Draper said.

The graduates from Tambar Springs included Unit Controller Phil Whillock, Deputy Controller Kylie Short, Robyn Styles, John Ceissman, Lesley Ceissman, and Robyn Rankin, while Boggabri SES volunteer Roger Hollingsworth also graduated from the program on the night.

Mr Draper also congratulated the many SES Long Service Medal recipients including stalwarts Peter Thompson, Pat Gaynor, Tambar Springs Unit Controller Phil Whillock, Sharon Howard, Roger Ashworth, John Mason (20 years), Robyn Hobson (25 years), Peter Porter, and Gunnedah Controller Steve King (30 years) plus Liverpool Plains Controller Frank Turner (41 years), for many decades of service to their local SES groups.

Vaile Dumps Tamworth for Political Gain – Draper

The Member for Tamworth Peter Draper has slammed Deputy Prime Minister and Federal National Party leader Mark Vaile for withdrawing his support for a recommendation that the Federal Government provide $6.5 million towards the upgrade of Chaffey Dam.

Mr Draper said Mr Vaile’s backflip was politically motivated after the National Party failed to claim the seat of Tamworth in Saturday’s State Election, and was in contradiction to earlier statements he had made.

“Mr Vaile is clearly upset that his party failed to claim this seat, and he has responded by jeopardising a well developed plan that would secure water for irrigators, businesses and residents for the next 50 years,” Mr Draper said.

Mr Draper said that while visiting Tamworth in January, Mr Vaile was publicly supporting the upgrade while pushing his party’s ambitions for the State seat of Tamworth, yet as soon as the seat was lost he has punished local people by backing away from the proposal.

“I call on Mr Vaile to put his political games aside and commit $6.5 million to this project as recommended by the Chaffey Dam Upgrade Reference Panel, so that the Tamworth district including irrigators can continue to grow and prosper through the certainty that secure water would provide.”

Mr Draper said in an article published on the front page of the Northern Daily Leader on Monday, 29 January, Mr Vaile was quoted as saying the Chaffey Dam upgrade “is a Tamworth issue, but it is also a national issue.” Mr Draper also pointed out Mr Vaile had indicated the Chaffey Dam upgrade would come under Federal responsibility following a question put to him in the Federal Parliament by the Member for New England Tony Windsor on 8 February, where he responded:

“…some proposals had been put forward by a number of local community members—and the issue was raised with me by the Mayor of Tamworth with regard to concerns about Chaffey Dam and how that could be improved in terms of securing water for not just the city of Tamworth but also downstream irrigators in the Peel system and, given that that system flows down into the Murray-Darling Basin, the ongoing effects of the basin.

“Mr Vaile has clearly agreed that the upgrade of Chaffey Dam has implications on local irrigators in the Peel Valley and the broader Murray-Darling system, which is clearly a Federal responsibility,” Mr Draper said.

“Chaffey Dam serves not only Tamworth residents, but also irrigators and local business, so Mr Vaile should immediately commit his Government to meet its responsibilities and provide the funding support needed for this critical project to proceed,” he concluded.

Moves Underway to Reopen Tamara Obstetrics – Draper

The obstetrics ward at Tamara Private Hospital has moved a step closer to reopening with the appointment of a new obstetrician to Tamworth now appearing almost certain, the Member for Tamworth Peter Draper said today.

Mr Draper said that following the closure of Tamara to expectant mothers, he had worked closely with Hunter New England Area Health Service to alleviate pressure on Tamworth Hospital, and announced that it was now “highly likely” that negotiations with an additional obstetrician would be successful.

“I have received advice that the obstetrician/gynaecologist in question is very interested in relocating to Tamworth, which would result in the obstetrics ward at Tamara being reopened immediately following his arrival,” Mr Draper said.

“I am also advised that this obstetrician’s credentials are of the highest quality, and his appointment could be confirmed within the next four to six weeks.

“This is an enormously positive development for expectant mothers, and if as expected the ongoing negotiations are successful, we will see an expansion of options available to local women.”

The Tamara obstetrics ward closed in June 2006 following a lack of on call support for VMO obstetrician Dr Keith Hollebone.

Mr Draper added that the local Health Service had also made offers to two additional obstetricians, a husband and wife team, to be based at Tamworth Hospital, on the condition that they would also provide services to Tamara once the obstetrics ward is reopened.

“The local health service has been very proactive in sourcing additional staff to further improve services for Tamworth and the broader district, and I am hopeful that negotiations with all of the prospective obstetricians will be successful,” Mr Draper said.

“Contrary to National Party scare tactics being pushed in the local area, the local Health Service is not on its knees, and is experiencing significant investment in new medical and allied health staff, new medical technology plus state-of-the-art infrastructure.

“I am delighted with the commitment for a $135 million new hospital for Tamworth, $1.1 million to further improve cardiac services and technology, plus the launch of the Connecting Critical Care Telehealth linking Tamworth and Moree hospitals.

“It is also very positive to see the recruitment of 13 new specialist and allied health staff, including a specialist surgeon, a palliative care career medical officer, four physiotherapists, a speech pathologist, four social workers, an occupational therapist and the first ever renal registrar for Tamworth.

“With ongoing support from the community, I am committed to ensuring this strong record of local investment continues well into the future,” he concluded.

Draper Congratulates Seniors Week Award Nominees

The Member for Tamworth Peter Draper has today congratulated community members and organisations for being recognised in the 2007 Seniors Week Awards.

Tamworth resident and stalwart volunteer Fred Towle received an award in the Community Service/Volunteering category for his work with the Tamworth Lions Club, the Australian Red Cross, local church groups and aged care facilities, plus musical associations. Also nominated for awards were Walcha resident Beryl Green, Gunnedah resident Shirley Morrison, Tourism Tamworth volunteers, the Senior Citizens Centre Committee of Tamworth and volunteers at the Werris Creek Rail Journeys Museum/Australian Rail Monument.

Mr Draper today presented nominees with a certificate recognising their nomination.

“I am delighted to see so many local groups and individuals nominated for the 2007 Seniors Week awards, as it demonstrates the high calibre of volunteers who contribute a great deal to the local community,” Mr Draper said.

“It is particularly pleasing that Fred Towle was chosen as a State Award winner. Fred is well known for his 20 years of service teaching with the St Johns Ambulance, the Red Cross and many other local organisations, so I congratulate him for his achievement.”

Walcha resident Beryl Green was recognised for her ongoing efforts to improve the lives of Aboriginal people at Summervale, and her volunteer work with the Aboriginal Student Support and Parent Awareness Program, the Aboriginal Homework Centre and the Walcha Aboriginal Land Council.

Gunnedah’s Shirley Morrison, who is the president of the Gunnedah Hospital Auxiliary, was nominated for over 50 years of volunteer service with the hospital and the Gunnedah RSL Auxiliary.

All 60 plus volunteers at Tourism Tamworth were nominated for their service to the community including over 9000 collective hours worked each year ensuring the region is well promoted to visiting tourists. The Senior Citizens Centre Committee of Tamworth received a nomination for its 51 years of meeting and entertaining older people while organising various fundraising activities, while the volunteers at the Werris Creek Rail Journeys Museum/Australian Rail Monument were recognised for their enthusiastic contribution to the facility seven days per week.

Chris Holley represented the Werris Creek Rail Journeys Museum volunteers and John Lysaght represented the Senior Citizens Centre Committee of Tamworth.

“I congratulate all of the nominees, and thank every one of our volunteers for their wonderful contribution that makes this district a great place to live,” Mr Draper concluded.

Draper Discusses Return of Boggabri Show With Community

The Member for Tamworth Peter Draper has met with community user groups in Boggabri to discuss the possible resurrection of the Boggabri Show.

Mr Draper met with members of the Boggabri Lions Club, Pony Club, Campdraft Committee and Showground Trust to discuss further upgrades to the showground after he recently secured $10,000 from the State Government to cement the floor of the pavilion.

“The various user groups were delighted with the funding for the cementing of the pavilion floor, as it will help the Lions Club to continue growing their annual hosting of caravans and motor homes, allow the Campdraft and Pony Club to hold fund raising events, and has paved the way for a possible return of the town’s show,” Mr Draper said.

“The Boggabri community are united in their determination to secure further Government assistance so the Showground can re-invent itself as a major asset to the district.

“Everybody seems excited about the possibility of the show returning, and I look forward to continuing to take forward opportunities from Boggabri to various Government Ministers.”

Mr Draper congratulated the Boggabri Lions Club, Pony Club, Campdraft Committee and Showground Trust for working together towards a common goal that would bring many benefits to the local community.

“The larger centres such as Tamworth and Gunnedah enjoy the many benefits provided by an annual show, so it is only fitting that smaller communities such as Boggabri are provided with assistance to help re-establish this event,” Mr Draper said.

“The co-operation between the various local user groups to upgrade local facilities has been outstanding, as they have raised $10,000 towards providing electricity to the pavilion, and have offers of voluntary labour and trade expertise.

“Following on from a $33,400 grant to resurface the local tennis courts, Boggabri has deservedly regained the Government’s attention with this latest grant.

“I look forward to ensuring Boggabri continues to receive attention from Government for worthwhile local opportunities,” he concluded.

New Lancers C/O Takes Community Approach

The Army Reserves can provide young people with fundamental life skills and offer a range of benefits to local employers who allow employees to join, the Member for Tamworth Peter Draper said today.

Mr Draper recently met with Lieutenant Colonel Michael Hanna, the new commanding officer of the Tamworth-based 12th/16th Hunter River Lancers, as part of Lt Col Hanna’s community engagement meetings.

Mr Draper said he was impressed with Lt Col Hanna’s dedication to his new position and the community, and urged residents in the local area to consider joining the reserves to help boost falling recruit numbers.

“The 12th/16th is currently short 80 reserve soldiers, so Lt Col Hanna is taking a proactive approach to help boost those numbers,” Mr Draper said.

“The Reserves offer the appropriate training to ready recruits for deployment if required and the skills learned are highly regarded by prospective employers. They can also be applied to other areas of work and social life.

“While some employers may be reluctant to allow their employees to take time off for training, the bonuses offered by the Reserves are generous and allow for relief staff to be employed.

“The Reserves are open to men and women of any age, so I would urge people in the local area to consider offering their time in joining the 12th/16th.”

Mr Draper said Lt Col Hanna offered a wealth of experience to the Hunter River Lancers, having served in the regular army in Canberra, Darwin and the United States. He said the 12th/16th would soon benefit from the deployment of the new state-of-the-art Bushmaster armoured vehicle.

“The 12th/16th will be the only Reserve unit to benefit from the new Bushmaster vehicles, so training locally will give recruits a distinct advantage over other regiments,” Mr Draper said.

“Information sessions on the Reserves are held at the Armidale Rd depot every Tuesday from 7.30pm, so I would urge men and women to attend and see how joining the Reserves could benefit them,” he concluded.

Draper Refers National Party TV Ads to Electoral Commissioner

The Member for Tamworth Peter Draper has referred a series of television advertisements by National Party candidate Kevin Anderson that are running on local TV to the Electoral Commissioner, demanding their immediate withdrawal.

Describing the advertisements as "the lowest example of gutter politics", Mr Draper has asked the Commissioner to force Mr Anderson to withdraw his smear campaign immediately.

"These disgraceful advertisements infer that I have brokered some sort of grubby deal with Labor for preferences," Mr Draper said.

"My How to Vote pamphlets clearly ask local people to Vote 1 for Peter Draper, and then allocate their preferences in the order of their choice," he said.

"I have not discussed preferences with the Labor Party, or their local candidate, and I am completely offended by these ridiculous allegations."

Mr Draper pointed out that exactly the same grubby campaign of untruths was being waged against other sitting independents by the National Party.

"I have taken legal advice that tells me these Sydney generated gutter attacks are unlawful, and I am anticipating speedy action to force Kevin Anderson into withdrawing them and apologising for misleading local voters," Mr Draper said.

"I deplore dishonesty, and this campaign of desperation that completely ignores the factual position that I have put forward by asking people to "Vote 1" for Peter Draper, then allocate preferences as they choose, is absolutely offensive.

"I ask everybody who shares my view to send a strong message to the National Party by marking them last in their choice of preference allocations," he concluded.

“Show Us Your Proof” Draper Demands of National Party

The Member for Tamworth Peter Draper has demanded the National Party produce any evidence that he has done deals with the Labor Party following a deceptive and false smear campaign launched on local television over the weekend.

Following the Coalition Leader Peter Debnam’s concession speech last week, where he gave the election to Labor, Mr Draper said the latest personal attacks were a desperate attempt by the National Party to scare voters by inferring he had made deals with Labor.

“I demand the National Party table any evidence it has of preference deals with Labor, as I can clearly state I have not discussed preferences with any candidate or Party, with the exception of Christian Democrat Neville Mammon some time ago,” Mr Draper said.

“The National Party must provide proof to justify these unfounded smears as I have not spoken to any party or candidate apart from Mr Mammon regarding preferences, and I do not distribute preferences to anybody.

“I feel sorry for the National Party’s local candidate Kevin Anderson, as surely he would not want to compromise his own integrity by approving such a blatantly untrue smear campaign, so perhaps this strategy has been forced upon him by the National Party’s Sydney Head Office?

“It is also very clear that this attack was planned months ago, given the smear ads are exactly the same as those used by the Liberals in Sydney, only the National Party Head Office have substituted the Split Bridge for the Nundle Bridge, and incidentally I have already obtained funding to replace that bridge some time ago.

“To attack me on Chaffey Dam is also very ill-informed, as I recently obtained the State Government’s $4.65 million commitment to fund its percentage of the upgrade which was identified by the Chaffey Dam Upgrade Reference Panel.”

Mr Draper pointed out that the advertisements mirrored a recent smear newsletter distributed in the Northern Tablelands attacking sitting independent Richard Torbay, which were authorised by the National Party’s Sydney head office. The National Party candidate Kevin Anderson distributed an identical newsletter across the electorate of Tamworth that contained exactly the same false allegations.

“The National Party pulls the same stunt in every independent-held seat just before an election, yet their lies are never backed up by a single shred of evidence,” he said.

“If they cannot back up their claims, I hope that everybody who sees the smear ads sends the National Party a very clear message of disapproval on Saturday by marking Kevin Anderson and his Sydney gutter tactics last on their ballot paper,” he concluded.

State’s Money on the Table for Chaffey Dam Upgrade

The NSW Premier has agreed to State Government funding of $4.697 million towards the upgrade of Chaffey Dam to 100 gigalitres if the Commonwealth is prepared to contribute its share of $6.545 million to the project.

In a letter to Member for Tamworth Peter Draper, Mr Iemma said he was committed to seeing the project completed and was supportive of the proposal put forward by the Chaffey Dam Upgrade Community Reference Panel (CDUCRP).

The Panel has recommended the State and Commonwealth contribute towards the $14.6 million project with the remainder to be met by local industry and residents. The NSW Government has already committed $13.5 million towards a safety upgrade, so this new funding will take the state contribution to over $18 million.

Mr Draper said he had written to the Prime Minister requesting his support.

He congratulated Tamworth Regional Council Deputy Mayor Phil Betts, who chaired the Panel and his team for putting forward such a well-researched and detailed proposal to secure long-term water supplies for the city and surrounding region.

“It is a well balanced plan that also recognises the need to sustain irrigation and other industries that contribute so much to the economy of this region,” Mr Draper said. 

“The Deputy Prime Minister Mark Vaile has already publicly stated that he fully supports the Chaffey Dam upgrade, which is a good sign.”

Mr Draper said the State Government had earlier committed to a safety upgrade of the Dam, however he was concerned that the uncertainty created by the Federal Government plan to resume water management rights of the Murray Darling system from the States could impact on important upgrades such as Chaffey Dam.

“I have been in close contact with Federal Member for New England Tony Windsor and he will also press the Commonwealth to confirm this project,” Mr Draper said.

“It is of critical importance to the entire district, and I am hoping that the Prime Minister will give his backing to Mr Vaile’s public expressions of support.

“If the Commonwealth, State, local government, local industry and the community all get behind the CDUCRP’s positive plan, it will have every chance of success,” Mr Draper concluded.

Cardiac Services, Technology and Health Workers for Tamworth

The Member for Tamworth Peter Draper has welcomed $900,000 in recurrent funding to expand interventional cardiac services at Tamworth Hospital, the launch of Connecting Critical Care Telehealth, plus 13 new specialist staff announced today by the Minister for Health, John Hatzistergos.

Mr Draper said the $900,000 would allow heart patients to undergo treatment to remove significant blockages in the heart arteries through interventional cardiology procedures at Tamworth Hospital, while the Telehealth program will link Tamworth and Moree hospitals through real time technology.

“Previously, patients who require angioplasty and stent insertion had to travel to Sydney or Newcastle for the procedure, so it is enormously positive that local people can now have this treatment right here in Tamworth close to friends and family,” Mr Draper said.

“The Telehealth network will allow doctors in Tamworth to consult on patients located in the Moree Hospital Emergency Department in real time through state-of-the-art video and audio technology. This will provide enormous benefits for staff and patients in both Tamworth and Moree by building a healthy relationship between the two facilities.

“This investment comes on top of a recent $200,000 investment in state-of-the-art emergency monitoring equipment at the Tamworth Cardiac Catheterisation Lab, plus the announcement of a new $135 million hospital for Tamworth. I am pleased that our local health services are continuing to attract strong support from the Government.”

Mr Draper also welcomed the addition of 13 new specialists staff, which included a specialist surgeon, a palliative care career medical officer, four physiotherapists, a speech pathologist, four social workers, an occupational therapist and a renal registrar.

“These new professionals will increase the already high calibre of staff at Tamworth Hospital, allowing the local community to take advantage of a wider range of health services,” he said.

“I am also pleased to see the appointment of the first ever renal registrar at Tamworth Hospital. I look forward to working with the local health service to help attract further specialists to the area to boost local services.”

Mr Draper also congratulated the Minister for recognising the need for a new hospital for Tamworth, which would provide significantly improved health services for the entire district.

“The $135 million commitment for a new hospital will provide the communities in Tamworth and district, plus trainee doctors, with a state-of-the-art facility staffed by quality health professionals for decades to come,” Mr Draper said.

“The planning process for the hospital is currently underway, with the flatter southern side of the current site being considered as an option for the new building, and a new underground carpark planned to significantly improve parking for patients and visitors.

“I have worked extremely hard over the past four years to see this project delivered to the local area, and I look forward to seeing construction begin in the next term of the Parliament,” he said.

Mr Draper said that the planning process for the new facility would be completed by the end of June this year.

\Draper Awarded MTA Certificate of Appreciation

The Motor Traders Association has today awarded the Member for Tamworth Peter Draper a certificate of appreciation for his “outstanding contribution to the motor industry and small business.”

The recognition was a result of Mr Draper’s co-operation with his colleague the Member for Northern Tablelands Richards Torbay, to develop legislation that returned equity to the smash repair industry following its introduction during the last sitting of the NSW Parliament.

Association president Steve Borg and northern district manager Murrae Davis attended Mr Draper’s office to personally present the certificate.

“I’m delighted by this recognition and I was very pleased to be able to play a part in delivering fairer conditions for motorists and smash repairers across NSW,” Mr Draper said.

“I received many calls from concerned residents across the district who were frustrated they could not choose which company repaired their car after an accident, and also that repairers who were not accredited by the major insurers were struggling to keep their businesses afloat.

“I met with the MTA and my colleague in the Northern Tablelands Richard Torbay on many occasions prior to the introduction of his anti-steering bill into the Parliament last year, which forced the Government into introducing the Fair Trading Amendment (Motor Vehicle Insurance and Repair Industries) Bill.

“This Bill’s passage through the Parliament allows motorists the freedom of choice in who repairs their car, and allows all smash repairers an equal opportunity to attract business from the local area.

“I thank Steve and Murrae for this recognition, and I look forward to continuing our close working relationship for the benefit of local motorists and business,” Mr Draper concluded.

Pre-Polling Available for Electorate of Tamworth - Draper

Pre-polling has opened in the electorate of Tamworth for people who will be unable to get to a polling booth on March 24, the Member for Tamworth Peter Draper said today.

“Pre-polling is an option for people who will be away from the local area on election day March 24, so I would encourage anybody unable to get to a polling booth on the day to take advantage of pre-polling,” Mr Draper said.

Pre-polling is available in Tamworth at Suite 11 at the Tamworth Homespace Centre, New England Highway, until March 23. Opening hours are 8am to 6pm Monday to Friday and 9am to 5pm Saturdays.

Gunnedah residents will have access to pre-polling from Friday March 16 at the Gunnedah Shire Council Chambers Training Room, 8am to 6pm Monday to Friday and 9am to 5pm Saturday.

Mr Draper said local residents who will be unable to get to a polling booth on March 24 can also apply for a postal vote through his Electorate Office at 13 Fitzroy Street Tamworth until Friday, March 16.

“My office has already received over 1000 requests for postal vote applications and there are more available for those who for one reason or another cannot vote on the day,” Mr Draper said.

“People eligible for a postal vote application include those who will be prevented from attending a polling booth through travel, have a medical condition or are a carer of a person with a medical condition, have work commitments on polling day, have religious beliefs preventing them attending a booth or are registered as a silent elector.

“The NSW Electoral Commission has started sending out ballot papers to people who have already applied for a postal vote, and I would encourage anyone else eligible for a postal vote to contact my office on 6766 1422 before this Friday,” he concluded.

Draper Supports Community Colleges Push for Funding

The Member for Tamworth Peter Draper has called on the State Government to commit increased funding for the struggling Community Colleges sector in order to prevent more colleges closing across NSW.

Mr Draper, who is the patron of the Tamworth Community College, said funding to the sector had been cut by a massive 57 per cent since 2003. He said unless funding was returned to 2003 levels, local communities will face a reduction in course availability, while more colleges in regional NSW would be forced into closure.

“Community Colleges play an invaluable role in education delivery across this state, yet despite many pleas to the Minister, the NSW Government continues to reduce funding support for the sector,” Mr Draper said.

“The Community College sector has suffered under the decision to slash their funding from $9 million in 2002-03 to $4.3 million for 2006-07. This has already forced the closure of many colleges including Walcha, Bourke, Gravesend, and Quirindi, while other colleges are under great pressure.”

Mr Draper said that he was strongly supporting the Community Colleges’ campaign to have funding allocations restored to the 2002-03 levels with adjustments for CPI, plus three-year funding agreements to replace the current one-year term.

Mr Draper pointed out that Community Colleges have up until now maintained their valuable services to the community, however many would be very soon forced to cut programs to remain viable should additional funding not be secured.

“I have the utmost admiration for staff at our local Community Colleges who are determined to continue their services to the community, but there is only so much they can do under the current funding policy.

“Both Community Colleges and the Preschool sector are being very badly treated by the NSW Government, and without significant investment both face an uncertain future.

“I will continue to work with both these important sectors to gain the support from Government needed to ensure their ongoing viability,” he concluded.

$3000 For Manilla and Barraba Rugby League Clubs

Manilla and Barraba Rugby League Clubs will benefit from $3,000 each in State Government funding to upgrade local facilities, the Member for Tamworth Peter Draper announced today.

The grants will assist the Manilla Tigers to upgrade shower facilities at their home ground, plus purchase a strapping table, while the Barraba Bulldogs will be able to replace seating and purchase a pump to water the field at their home ground.

“I am delighted to assist the Manilla and Barraba clubs in the lead up to the football season next month, as these grants will help both clubs make home games more comfortable and enjoyable for both the players and spectators,” Mr Draper said.

“The Manilla community is very excited about the Tigers re-entering the local second division competition after a long absence, so it is particularly pleasing to have helped the club improve local facilities in preparation for the 2007 season.

“Barraba has faced great difficulties in securing a viable water supply and local sporting groups have struggled to maintain their facilities. The ground has bounced back due to the recent rain, and this grant will allow the Bulldogs to invest in the appropriate infrastructure to keep their ground in good condition throughout the 2007 season.”

Mr Draper said the grants demonstrated the benefits that flow to various organisations in towns like Manilla and Barraba through the community working with their Member of Parliament to bring opportunities to the attention of Government and deliver good outcomes.

“By working with these local communities I have been successful in securing a number of grants for local projects, including $90,000 for the upgrade of Mount Borah at Manilla, $55,000 for a Manilla community bus, $33,000 for the Barraba Showground, $2,900 for portable steps at the Barraba War Memorial Pool, $9,900 to upgrade toilets at the Barraba Rugby Club, plus $3,000 for the Barraba Shooting Club,” Mr Draper said.

“While these results have been positive, much more needs to be done, and I look forward to continuing this close working relationship with local communities well into the future,” he concluded.

Tamworth to Get Brand New $130 Million Hospital – Draper

The Member for Tamworth Peter Draper has welcomed an announcement by Premier Morris Iemma that construction of a new $130 million hospital in Tamworth will commence in the next term of Government.

Mr Draper said he was delighted by this news, as delivering a new hospital in Tamworth had been one of his major priorities.

“I think this will be one of the most significant investments our community has ever seen, as the new facility will be built to cater for the future health needs of this district for decades to come. It will also offer a state-of-the-art training facility where the doctors and nurses who will be studying at the University of New England can undertake practical experience,” Mr Draper said.

“This announcement also offers voters in the electorate of Tamworth a clear choice as to who is best equipped to deliver the best health outcomes for the community,” he said.

“The local National Party candidate campaigned against a new hospital for Tamworth, saying that the $100,000 in planning funds I secured should have been spent on an additional nurse. He has now completely compromised local health delivery by saying his election policy is to put a $15 million bandaid on the existing facility.

“This is in stark contrast to my campaign over the last four years for a new hospital that has now received a commitment of $130 million from the Premier, with construction to start in the next term of the Parliament.”

Mr Draper pointed out that not only would the new facility need to house all existing staff, but that once the Rural Health faculty at the UNE was up and running, there could be as many as 300 trainee doctors and 250 nurses training in Tamworth and rotating out to all the smaller hospitals across the district.

“This is a wonderful day for the many local people who have expressed concern at the current state of health delivery in this area,” he said.

“I have a vision that senior students right across Australia wanting to study rural medicine will aim to get into the UNE and want to do their practical experience in Tamworth because it will be the best rural training hospital in the country,” Mr Draper concluded.

Long-Term Solutions Needed for Local Water Infrastructure

The Member for Tamworth Peter Draper has welcomed $400,000 in State Government emergency funding for Tamworth Regional Council to investigate alternate water sources, but criticised the Government’s inaction on long-term solutions to local water issues.

Mr Draper said while the emergency funding would help council source a back up supply to Chaffey Dam should it fall to 15 per cent of capacity, the current water shortage across the local area highlighted the urgent need to fund major works to local water infrastructure.

“It is encouraging that the Government has provided this assistance to back up water supplies in the Tamworth area, however this is only a bandaid solution and will not prevent further water shortages from occurring in the future,” Mr Draper said.

“It is clear that the long-term solution is to increase Chaffey Dam’s capacity from 62 to 100 gigalitres, and providing the additional $14.5 million for the upgrade to commence alongside the safety upgrade would eliminate the need to continually fund emergency works in times of drought.

“Barraba residents have had their water needs ignored for decades and were recently informed they only had enough water to last for a few months, yet the State Government continues to waste money drilling for bores that will provide a supplementary supply at best.

“With water restrictions in Tamworth and Barraba at level 4, local people deserve long-term solutions, not bandaids from Government. The only option to secure Barraba’s water supply is to build a pipeline from Split Rock Dam, and Chaffey Dam must be upgraded to ensure the continued growth of Tamworth and the surrounding communities.”

Mr Draper pointed out that since the option of a pipeline from Split Rock Dam to Barraba was raised in the early 1990s, the estimated cost of the project had risen dramatically from around $3 million to more than $10 million. 

“The Tamworth Regional Council recently costed the Split Rock pipeline at more than $10 million, so it is clear that a positive decision must be reached urgently to avoid any further blowout in costs,” Mr Draper said.

“Barraba has the potential to attract significantly increased business investment should the water infrastructure be secured, and Tamworth’s future prosperity relies on a more secure water supply. I am committed to working with council and the local community to pressure the Government to fund these critical projects for the long-term benefit of local residents, farmers and the business community,” he concluded.

Draper Opens Campaign Office

The Member for Tamworth Peter Draper has officially opened his campaign office, located at 288 Peel St Tamworth.

Joining Mr Draper at the launch was wife Sharon, independent colleagues Richard Torbay and Tony Windsor, plus a large number of supporters from across the district.

Mr Draper said he was very grateful for the support he has received, and was hoping that support would enable him to continue taking local challenges or opportunities to the Parliament following the March 24 election.

“By working closely with individuals, organisations, sporting groups and Councils, we have attracted significant investment to this area, and it was pleasing to see supporters from so many parts of the electorate in attendance,” Mr Draper said.

“I was particularly pleased that my Parliamentary colleagues Tony Windsor and Richard Torbay were able to share the occasion with Sharon and I, because everybody who was part of the opening shares a passion to keep this area independent,” he said.

“I am delighted that this area has become the centre of attention in this State for both Government and Opposition, with regular visits from the Premier and senior Government Ministers, plus the Opposition Leader, National Party Leader and senior Shadow Ministers.

“We have seen many good local outcomes recently including a new Trade School and upgrade to the Research Institute announced for Tamworth, and new lights for Kitchener Park in Gunnedah. This is on top of a myriad of promises from the Opposition, and this was my aim since being elected in 2003 – to secure the best opportunities for this district no matter which side of politics wins the 2007 election.

“Investment in this area has risen from $9 million in 2003, to over $67 million in 2006, so with the ongoing support of the community I hope to continue building on this progress into the future,” he concluded.

Preschool Directors Share Woman of the Year Nomination

The Member for Tamworth Peter Draper has congratulated local preschool directors Julia Cameron and Michelle Cherniayeff on their joint nomination for the NSW Woman of the Year award.

Mr Draper said Julia, the director of Werris Creek Preschool and Michelle, the Kootingal Preschool director, had both worked tirelessly to bring the difficulties facing community preschools to the attention of Government, and enlisted support from the broader community to give all children the opportunity of a preschool education. He said they were both very worthy of the nomination.

“As there is usually only one candidate for NSW Woman of the Year chosen from each electorate, the person selected must demonstrate exceptional dedication to their community,” Mr Draper said.

“Both Julia and Michelle have never faltered in their efforts to get a better deal for not just their own preschools, but for the entire State, and I am very pleased to jointly put them forward as outstanding local advocates.

“The lack of support for our community preschools by the State Government has been completely disgraceful, and neither side of politics can hold their head high on this issue.

“The Coalition initiated a funding freeze to the sector that was continued by the current Government until recently, but the latest round of funds is an insult to many preschools struggling for survival.

“I am pleased to work with the preschool sector for equity, and it is through the efforts of passionate advocates like Julia and Michelle that the campaign for improved funding and conditions continues to apply pressure to the Government.

“While there is much more to be done, the results achieved so far to improve preschool conditions have been positive. I congratulate Julia and Michelle, plus the many other parents and community members, for maintaining their rage.”

The Woman of the Year is held as part of International Women’s Day on 8 March, with all nominees placed on the 2007 Honour Roll. The winner will be chosen from 10 finalists at a ceremony on 8 March, with all participants to receive a certificate of recognition.

“International Women’s Day is held to recognise the contribution local women make to their community, and there are no better examples than Julia and Michelle,” Mr Draper concluded.

Barraba Shooting Facility Receives Funding Boost

The Member for Tamworth Peter Draper has welcomed a grant of $3120 to help upgrade and improve facilities at the Barraba Civilian and Military Rifle Club and ensure a safe sporting environment for their members.

Mr Draper applauded the Safe Shooting Program, under which the funds have been provided, saying that the program helped country shooting clubs provide safer and improved facilities for many thousands of registered shooters across NSW.

“Under the program this year, a total of 29 clubs will share in more than $300,000 provided,” Mr Draper said.

“The Barraba grant will go towards the restoration of a 300m parapet and the construction of a 200m mound, which will further improve the facilities for all members of the shooting club.”

Mr Draper pointed out that rural and regional shooting clubs were the main beneficiaries of the program.

“Australia has an excellent record in the sport of shooting with two gold medals and a silver won in recent Olympic Games,” he said.

“I am pleased this program recognises the importance of continually improving shooting facilities to encourage the sport’s growth and to foster a safe environment for participants.

“I encourage any NSW not-for-profit shooting organisations to apply for funding under the Safe Shooting Program again in mid-2007,” Mr Draper concluded.

$10,000 for Boggabri Showground

The Boggabri Showground Pavilion will receive a welcome boost of $10,000 to cement the floor of the facility, the Member for Tamworth Peter Draper said today.

Mr Draper said he had spoken with members of the Boggabri Lions Club, Boggabri Pony Club and Boggabri Campdraft Committee and discussed the need to complete the pavilion for local events, an issue he actively pursued with the Minister for Lands, Tony Kelly.

“I met with representatives of the Boggabri Showground user groups recently to discuss the need for the upgrade, and I am pleased that the Minister has contributed $10,000 as this investment will allow fundraising activities to be held at the Showground so more work can be done,” Mr Draper said.

“I am delighted to see the co-operation between the various user groups, and I pointed out to the Minister that they had already contributed $10,000 towards the project in cash and much more in donations and voluntary labour.

“I am pleased to be able to work with the local community to secure this grant as it shows that Boggabri is rapidly becoming a focus of attention for Government, with the Boggabri Tennis Club recently receiving a grant of $33,400 to resurface the local tennis courts.”

Mr Draper said all the user groups would benefit from the funding investment, with the Lions Club set to host an influx of motor homes and caravans, and speculation growing that the Boggabri Show could be resurrected.

“The grant will allow the staging of various social, community and sporting events, including pony club, camp draft, dressage, bushman’s carnival, sporting, school and family events,” Mr Draper said.

“Every community deserves access to good facilities where they can showcase local events, so I look forward to continuing lobbying the Government and working with the user groups so we can deliver a first rate asset for the people of Boggabri,” he concluded.

National Party Asleep at the Wheel on Country Issues - Draper

The National Party leadership has proven to be completely out of touch with country NSW following leader Andrew Stoner’s claims that country residents are not eligible for rainwater tank rebates, the Member for Tamworth Peter Draper said today.

Mr Draper pointed out that many country water authorities, including Tamworth Regional Council, had already implemented schemes offering rebates of up to $500 to residents who have rainwater tanks connected to garden hoses, toilets and laundries, while the State Government had also offered rebates of up to $1500 for similar systems.

“Mr Stoner has clearly been too busy in his Sydney office to pay any attention to the proactive offer approved recently by Tamworth Regional Council, however the issue of rainwater tank rebates has been under discussion locally for some time now,” Mr Draper said.

“TRC, for example, have offered up to $500 for 5,000 litre rainwater tanks if they are connected to the garden hose and other household facilities, and this comes on top of the $1500 rebate the State Government announced earlier this week.

“The National Party claims to represent country NSW, yet its leader is clearly asleep at the wheel on what is happening in Tamworth.

“Unfortunately it seems he also appears to have failed Kempsey, the largest centre in his own electorate of Oxley, which was recently identified as one of the nation’s most disadvantaged areas in a report delivered by respected NSW University Professor Tony Vinson.”

Mr Draper pointed out that a recent article printed in the Manning River Times has revealed that the National Party’s plan to divert water from the Barnard River into Chaffey Dam would not come to fruition should the Federal Government seize control of the Murray-Darling system.

“On the front page of the Manning River Times printed Wednesday February 28th, a spokesman for Federal National Party leader Mark Vaille stated that Mr Vaile would ‘not offer unconditional support for stage 2 of the project, which involved water from the Barnard River’,” Mr Draper said.

“This revelation completely destroys the credibility of the National Party’s much lauded $245 million Barnard project, and the local candidate should come clean and tell local people that this plan is a cruel hoax that will never be delivered,” Mr Draper concluded.

State Government Support for Local Athletes

The Member for Tamworth Peter Draper today welcomed news that 11 talented young athletes from the Tamworth region will receive grants totalling $8,800 to help them access training and other sports development opportunities. 

Mr Draper said the funding has been provided under the Country Athletes Scheme.

“I am pleased to see that local Tamworth athletes are being assisted under this scheme, with touch football player Kimberley Resch, cricketer Erin Osborne, hockey players Matthew Willis and Amy Jones, indoor netball player Amy Jones, water polo player Ryan Betts and softball player Aaron Mills all receiving assistance,” Mr Draper said.

“Other recipients include three talented athletes from Gunnedah, with tri-athlete Jack Hickey, archer Joshua Dolbel and tenpin bowler Maryia Shoesmith, plus Timbumburi tennis player Emelyn Starr, also receiving funding under the program,” he said.

“These grants provide around $800 to each athlete to allow them to access top quality training and coaching, plus it gives them an opportunity to compete against other highly talented young people from across the state.

Local coaches Tamworth’s Ian Scott (track and field), Peter Marker (tenpin bowling), and Gunnedah’s Debbie Clark (netball), Gayle and Graham Shoesmith (tenpin bowling) will also share in $3050 under the scheme.

Mr Draper said that athletes must be competing at a state-age level in their sport, be registered with a State Sporting Organisation and live beyond an 80km radius from the Sydney Metropolitan area to be eligible for a grant under the Country Athletes Scheme. He also said that assistance could be provided to young athletes from the city who participate in a sport that involves specific venues only available in country areas.

The scheme attracted $250,000 in funding in 2007, allowing over 300 country athletes to benefit from assistance.

“This is a good scheme because talented young athletes from regional and rural areas should be entitled to the same sport development opportunities as their city counterparts,” Mr Draper concluded.

New Fire Tanker for Moonbi/Kootingal RFS

A new $135,000 Cat 7 bushfire tanker for the Kootingal/Moonbi Rural Fire Service will further boost the readiness of local brigades, the Member for Tamworth Peter Draper said today.

The tanker’s delivery follows the addition of a similar vehicle for the Tamworth Rural Fire Service last month.

“While recent rain has improved conditions across the local area, the danger from bushfire remains very real, so it is critical that volunteer brigades are provided with the latest in fire fighting equipment,” Mr Draper said.

“Our volunteers dedicate their time to ensure homes and properties are protected from bushfires, so it is enormously pleasing that this new tanker will increase the capability of the Moonbi/Kootingal brigade.”

The new tanker is a Cat 7 vehicle capable of carrying more than 1000 litres of water and five volunteers, as well as pumps, hoses and other fire fighting equipment. The vehicle is also equipped to negotiate more difficult terrain in which bushfires often occur.

Mr Draper said around $8.5 million has been provided to brigades in the electorate over the past four years, which has included funds for 15 emergency response vehicles in localities from Nundle to Willala and Tambar Springs to Bendemeer.

“This new tanker adds to the 63 existing tankers for the Tamworth zone, which stretches from Nundle to Barraba and has a strength of over 1000 volunteers,” Mr Draper said.

“RFS volunteers work incredibly hard for their local community, and the provision of new and improved fire fighting equipment shows that their efforts are appreciated by both community and Government,” he concluded.

Trade School Campaign a Success with Funding Announcement

Tamworth will become a major regional training centre following the announcement of a multi-million dollar upgrade to the Tamworth TAFE campus to establish a Trade School, plus upgrade the facility’s light automotive and electro technology sector, the Member for Tamworth Peter Draper said today.

The projects were announced today by the Minister for Education Carmel Tebbutt, following intense lobbying from Mr Draper to attract the Trade School investment and improve local TAFE facilities.

“The Trade School investment will allow students right across the north west region access to first rate training facilities, which will also have a positive flow-on effect to local business by significantly boosting the local skills base,” Mr Draper said.

“This will reduce the skills shortage currently being experienced in regional NSW, and establish Tamworth as a regional training ground for school-based apprenticeships for the entire district.”

The Trade School will link local school and TAFE facilities by allowing local students to take on school-based apprenticeships, traineeships or other vocational training while they complete their Higher School Certificate. High schools in Tamworth plus Gunnedah, Quirindi, Manilla and Barraba will be able to take advantage of the program.

On top of the Trade School, the light automotive and electro technology sector of the Tamworth TAFE campus will be upgraded, as it has been identified as an area lacking in skilled workers across the local area.

“With the upgrade of the light automotive and electro technology facility to commence simultaneously with the Trade School, local businesses will soon benefit from a large influx of workers across the key skill shortage areas,” Mr Draper said.

“This is a tangible outcome for the local community that will deliver positive benefits for both students and local business for decades to come.

“I thank those many local residents who supported my campaign for this investment, and look forward to pursuing other funding opportunities for local education facilities,” he concluded.
