Tamworth Institute a World Leader in Wheat Development

The Member for Tamworth Peter Draper has congratulated staff at the Tamworth Agricultural Research Institute for their ongoing innovation in developing a new variety of durum wheat.
Mr Draper welcomed a visit by the Minister for Primary Industries, Ian Macdonald, to officially launch the new ‘jandaroi’ variety, which has the potential to expand the cultivation of durum wheat into more arid areas of the country.
“Jandaroi is set to become a very popular choice for wheat growers, particularly those in Queensland and Western Australia,” Mr Draper said.
“As with other durum varieties, jandaroi benefits from disease resistance while yielding high quality crops, and as two-thirds of durum wheat is grown in NSW its expansion into other areas will improve industry potential.
“Jandaroi is the sixth durum wheat variety bred by Dr Ray Hare at Tamworth under the National durum breeding program, which has established the Tamworth Institute’s reputation of being at the forefront of crop genetics. The ‘aroi’ varieties are also popular with Italian millers and processors, as they regard them amongst the best in the world.
“The Tamworth Institute has benefited from significant investment in recent years, with $750,000 provided in the last State Budget for a new soil and plant processing facility, so it is pleasing to see the centre continuing to deliver world class results.
“I congratulate Dr Hare and his team for their success in developing this new variety that will further improve Australia’s wheat industry.”
The NSW State Government funded the research program with support from the Grains Research and Development Corporation (GRDC). Other varieties developed at the Tamworth Research Institute include Bellaroi (released in 2003), Gundaroi (released in 1999), Tamaroi (released in 1998), Wollaroi (released in 1993) and Yallaroi (released in 1987).
Mr Draper also welcomed $16,000 in funding to seal the Marsden Park Road near the Institute, a project he has pursued with the Minister following concerns raised by nearby residents.
“I met last year with a delegation of local residents who were very concerned with the state of this road, and having maintained pressure on the Government to contribute their share of the funds needed to seal it, I am delighted that the Minister has now allocated the money,” Mr Draper concluded.

Local Environment Decimated for Irrigation Draper

Farmers and the environment in the locality of Maules Creek are facing a bleak future under current National Water Initiative guidelines after their only water source ran dry to feed cotton crops, the Member for Tamworth Peter Draper said today.
Mr Draper organised a meeting between locals and representatives from the Department of Environment and Conservation to inspect Maules Creek, approximately 40km from Boggabri, after he met with local farmers last week to discuss the issue.
Describing the situation as ‘environmental vandalism’, Mr Draper welcomed the swift attention of representatives from the Department of Environment and Conservation following his representations to the Minister for the Environment, Bob Debus. Mr Draper has requested an urgent review of water agreements for the area to avoid further harmful effects on the environment.
“Maules Creek has been reduced to a puddle following a prolonged period of extraction where local farmers report irrigation pumps have been running 24 hours a day since last October, leaving the remaining landholders with depleted water supplies, and the local environment stressed beyond belief,” Mr Draper said.
“During my first visit to the area I was shocked to see hundreds of river red gums, some up to three or four hundred years old beginning to die, and the creek’s few remaining fish congregating in small puddles. Local farmers have also told me that local birdlife and other native animals reliant on the water have also disappeared.
“Given the prolonged drought, this is an irresponsible use of a valued resource, especially as in one case I have been informed that the water is being pumped through an earthen channel to the farm storage more than 5km away from the source of the water.
“While the misuse of this water is apparently completely legal, the effect on the local environment is stark, and I am calling on the Government to intervene before any more harm is done.”
Mr Draper said Maules Creek locals were lamenting the loss of valued native animals following the continual draining of the local water resource, including the rare barking owl that was present as recently as 2006, plus platypus and the native water rat.
“I wish to strongly point out that the concerns are not originating from a group of green extremists from Sydney trying to force their views on the community, this concern is coming from a group of local farmers who have lived in the area for generations and are extremely concerned about the future of their local environment,” Mr Draper said.
“My understanding of the National Water Initiative was that the environment is supposed to come first, stock and domestic water supplies second, and irrigation requirements then follow, but in the Maules Creek area that order has been completely reversed.
“I am pleased that DEC inspectors have now met with local farmers to inspect the site, however I will pressure the Minister to consider their report as a matter of urgency as it is clear that the local water sharing plan is not appropriate for the limited water sources in this area,” Mr Draper concluded.

Manilla Launched on to World Stage

Manilla has been thrown under the worlds sporting spotlight with the launch of the FAI Paragliding World Championships over the weekend, the Member for Tamworth Peter Draper said today.
Mr Draper and the Member for New England Tony Windsor joined with the Minister for Tourism, Sport and Recreation Sandra Nori and local councillors at the official opening of the event in Manilla on Saturday.
Mr Draper said with competitors and visitors attending the event from across the globe, Manilla would receive significant flow-on benefits.
“The support shown by the local community at the opening of this event was outstanding despite the hot weather, and I was honoured to share the event with Mr Windsor, Ms Nori, local councillors plus the competitors, residents and visitors,” Mr Draper said.
“Following the $90,000 upgrade to the Mount Borah launchpad and the $15,000 upgrade to access roads, Manilla now boasts one of the world’s best venues that will continue to attract world-class events for the benefit of the local area.
“It is enormously pleasing to see the high level of local involvement in the World Championships, and I congratulate Manilla Sky Sailors Club president Godfrey Wenness and his small army of supporters for turning Manilla into a world-class venue.”
It is estimated that the World Championships promise to bring more than $2 million to Manilla and the surrounding district through increased tourism and economic activity.
Mr Draper said he had nothing but admiration for the many competitors braving the skies of Manilla, from both Australia and abroad.
“I was honoured to meet with the male and female number one ranked paragliders, Sweden’s Christian Maurer and Germany ’s Eva Wisnierska, where they both talked about their love of the sport and the hospitality shown by Manilla locals,” Mr Draper said.
“Ewa’s commitment in particular is worthy of admiration considering her recent experience with Australian storms. I would like to wish all competitors the very best over the next week,” he concluded.

Funding Shortfall Threatens Preschools Draper

The Member for Tamworth Peter Draper has described the situation facing local preschools as “critical”, following a meeting with preschool directors from across the local area recently.
Mr Draper met with the directors of preschools of Tamworth, Kootingal, Werris Creek, Bendemeer, Manilla, Nundle and Gunnedah, and discussed the urgent need for the State Government to address serious funding shortfalls facing the sector.
“The State Government’s support of community preschools is nothing short of disgraceful, yet repeated calls for action have resulted in little relief for local operators,” Mr Draper said.
“Many are angry and disappointed that recent funding allocations were way below expectations, while others received no funding at all for the next two years.
“What is most disturbing is that the Department of Community Services appears to have no set formula for determining the amount of funding each preschool receives, and in some cases, the Department is forcing preschools to return their budgets stating they operate with a balanced budget to qualify for funding, when in many cases they are not.”
Mr Draper said that preschools had become so unaffordable for some families that in some instances local businesses or the CWA were sponsoring children to attend. He said some directors expressed fears at the meeting that the Government was trying to force preschools into becoming long day care centres, which qualify for Federal Government funding.
“The preschools run by the Department of Community Services are funded to the amount of about $240,000 per year, yet community preschools are forced to operate on just a fraction of that amount,” Mr Draper said.
“It appears that the Government is trying to wash their hands of community preschools, as the 17-year funding freeze, initiated by a Coalition Government and continued under Labor, has put the sector so far behind it will take enormous amounts of funding to remedy.
“If the current funding arrangements continue we may not have community preschools in five or ten years, which will cost local jobs and leave local families with few options to prepare their children for school," he concluded.

Gunnedah Under Spotlight with Kitchener Park Upgrade

Gunnedah is firmly under the Government spotlight following today’s announcement of a $175,000 upgrade to Kitchener Park’s lighting, the Member for Tamworth Peter Draper said today.
Mr Draper welcomed the Minister for Tourism, Sport and Recreation Sandra Nori to Gunnedah today to announce the grant, which will allow Gunnedah Shire Council to erect powerful new lights at the ground to cater for a variety of evening events.
“The announcement today is testament to the passion of the football fraternity in Gunnedah and the local council, who are committed to improving Kitchener Park for the benefit of the broader community,” Mr Draper said.
“With this upgrade, Gunnedah will become a very attractive venue for high-profile sporting events, including National Rugby League and cricket games, and it will also allow extended hours of operation for other sporting events.
“This has been a long and vigorous campaign and the local community should be proud of their efforts to secure funding for this upgrade. It comes on top of a recent $84,000 grant to upgrade toilet facilities at Kitchener Park, so this venue is certainly the focus of Government attention.”
Mr Draper also welcomed the Minister’s announcement that the Government will provide $33,400 to resurface two of the Boggabri Tennis Club’s courts with synthetic grass.
“I first heard about the need for funding assistance to refurbish two courts at the Boggabri Tennis Club while door knocking in the community, and I actively pursued funding for this project with the Minister, so I am delighted by this excellent news, ” he said.
“Gunnedah, Barraba and Manilla have all benefited significantly from State Government investment in sporting facilities, so I am very pleased that my efforts on behalf of these communities are delivering tangible results,” Mr Draper concluded.

Halls Creek Residents Push for Hall

The Member for Tamworth Peter Draper has met with residents of Halls Creek and discussed opportunities to attract Government funding assistance for a new community hall.
The small rural community of Halls Creek, near Manilla, is currently without a hall following the purchase of the land housing the current hall by a private owner, leaving residents unable to host community functions.
“It is disappointing that the new owner of the hall has little interest in the local community and has refused access to the facility, even though it has been an integral part of the community for over half a century,” Mr Draper said.
“My wife Sharon grew up in Halls Creek, and I have fond memories of attending various functions at the hall over the years as it was an opportunity to bring the community together.
“Each year the Hall Committee held a Christmas Tree celebration that was well attended by the area’s children, but with the current hall no longer available, that 50-year tradition is under threat.”
Mr Draper said local residents Nathan and Kylie Ford, Sharon Keys, Peter Eggleton and John Temple had invited him to view a proposed new hall site adjacent to the current Pistol Club at Halls Creek, however it would require significant financial assistance from Government to see the project become a reality.
“The community is committed to raising a portion of the cost for a new hall, and I have provided my advice as to the best way forward in obtaining financial assistance from the State Government,” Mr Draper said.
“It is important that small communities are able to hold regular social events, and I will be putting a strong case to the Government for Halls Creek to be provided assistance to construct such a facility once I receive further details of the project,” he concluded.

Consultant Appointed for New Tamworth Hospital

Construction of a new hospital in Tamworth moved a step closer with the appointment of a consultant for the project’s planning process, the Member for Tamworth Peter Draper said today.
Hunter New England Area Health Service recently appointed Colleen Wilson Health Strategies Pty Ltd as the planning consultant for the project, and the company is due to deliver a report by June 30 of this year.
“The appointment of Colleen Wilson Health Strategies is the first step in the process that will eventuate in a new, state-of-the-art hospital for Tamworth, and this is a project of great significance for our community,” Mr Draper said.
“The 2006/07 State Budget provided $100,000 to plan a new Tamworth hospital, following significant pressure on Premier Morris Iemma, and Minister for Health John Hatzistergos.
“The aim of this consultation process is to identify exactly what services the community will require from the hospital in the long-term, and I welcome this as a positive first step towards delivering the most appropriate model of health care for the future.”
Mr Draper pointed out that with the new Medical School at the University of New England due to commence in 2008, there is an urgent need to redevelop Tamworth Hospital to allow doctors and nurses in training to undertake practical experience in a state-of-the-art teaching facility.
“The Rural Medical School is an extremely positive co-operative endeavour between the universities of New England and Newcastle, and will go a long way in addressing the shortage of doctors and allied health professionals in country areas, ” Mr Draper said.
“Each year, the Rural Medical School will provide 60 medical students places, plus 20 nursing, 12 clinical psychology, and 20 mental health nursing places at UNE.
“The recent pledge by the National Party candidate to put a $15 million bandaid on the existing facility is an insult to the people who have worked hard to bring the new hospital close to delivery, and to the local community who would gain most benefit from a brand new structure.
“It is important for local health professionals and the community to have input into this exciting phase of the planning process for Tamworth’s new hospital, and I would encourage comment by interested people,” he concluded.
Oxley High Student Recognised for Sporting Prowess

The Member for Tamworth Peter Draper has congratulated Oxley High Year 10 student Aaron Mills for his achievements in representing NSW at the 2007 National Softball Championships in Adelaide last month.
Mr Draper today presented Aaron with a Premier’s certificate recognising his representation.
“Aaron, a pitcher/first base and talented batter, represented the NSW under 16 side that finished unlucky runners up to ACT in the final, after the game was rained out with NSW leading 2 nil, and ACT declared the winner as they were first through to the final,” Mr Draper said.
“While it was a disappointing finish for Aaron, he was appreciative of the experience and remains dedicated to further improving his skills.”
Mr Draper said he admired Aaron’s commitment to his sport, as he had to travel to Sydney weekly to train with the NSW side in the lead up to the national championships.
“Aaron tells me his father Jeremy has played a pivotal role in his success by coaching him over the past 10 years, and he is considering travelling to the Dandenong Fast Pitch Championships at Easter,” he said.
“I congratulate Aaron for his achievement and wish him every success into the future,” he concluded.

Trade School Would Boost Apprenticeship Scheme

A new trade school for Tamworth would build on the many positive benefits already created from a school-based apprenticeships scheme launched recently, the Member for Tamworth Peter Draper said today.
Mr Draper attended the scheme’s launch at the Tamworth TAFE, which also recognised the programs three local students, William Duff, Brent Smyth and Joshua Riley.
“I am pressuring the State Government to select Tamworth as the next location to develop a NSW trade school, so local school leavers can prepare for a career in local industry and help address local skill shortages,” Mr Draper said.
“A Trade School would bring a $2 million investment to Tamworth, with TAFE to be the main beneficiary, so local student training facilities, business and employment would be boosted significantly.
“Tamworth already provides an amazing 12 per cent of the State’s school based apprentices to this scheme, so this number would increase significantly should we win the fight for funding to establish a Trade School.
“Having spoken to the school-based apprentices, they are all enjoying the benefits this scheme delivers, and I am hopeful many more students in the local area would take advantage of this opportunity should a trade school be located in Tamworth.”
Peel High School student William Duff is the first student in NSW to be awarded a part-time apprenticeship with local business Stockmaster under this new opportunity, studying engineering and fabrication. Fellow Peel High student Joshua Riley is undertaking a business traineeship with ANZ Bank, while Farrer student Brent Smyth is participating in an engineering traineeship with Douglas Industries.
As part of the State Government’s $18.5 million trade school plan, six locations have already been announced including Glendale, Queanbeyan, Colyton, Ballina, Campbelltown and St George, however four further locations are due to be determined shortly.
“As one of the largest regional centres in country NSW, Tamworth is well suited to the establishment of a trade school as it would serve as a regional training hub for students from many neighbouring communities including Gunnedah, Barraba, Nundle, Boggabri, Walcha, Manilla, Werris Creek and Quirindi, so I am actively working on the decision makers to give us the best chance of securing this investment,” Mr Draper concluded.

Independent MPs Support Police Association Election Strategies

Independent MPs Peter Draper and Richard Torbay have committed to supporting the NSW Police Association’s campaign to improve police working conditions and increase the number of authorised police across NSW.
Mr Draper and Mr Torbay met with Association president Bob Pritchard today to discuss the Association’s concerns on policing in NSW, with the focus on police numbers in country communities.
“The Association has put forward a 12 point plan to improve conditions for police in NSW, to which myself and Mr Torbay have offered our broad support,” Mr Draper said.
“This includes improvements to superannuation, job security, education, training, flexible rostering and reimbursement of legal costs, plus the establishment of one oversight body for police, the introduction of community support officers, the introduction of a modified right to silence, and the creation of legislative powers to deal with crimes such as domestic violence.
“The most important issue for country communities is, however, an increase in police resources. The Association has asked for a staged increase to officer numbers across the State, and while additional numbers assist the community, the real challenge lies in delivering a substantial increase to authorised strength within the Commands.”
“There also must be improvements to mental health services, transport in country communities, more dedicated domestic violence personnel plus youth and aboriginal affairs support.”
Mr Torbay pointed out that with the possibility of a hung Parliament after next month’s State Election, independents will be making country police numbers a priority.
“Police across country NSW face similar challenges, so the other country independents have agreed to work together to achieve real solutions to a common issue,” Mr Torbay said.
“Policing is an extremely challenging role, and I believe that our officers deserve the best support structures available. It is critical that sensible discussions continue on this issue and that achievable strategies are formulated to deliver the best outcomes,” he concluded.

$2500 for RFS Mobile Kitchen

The Member for Tamworth Peter Draper has welcomed a grant of $2500 to upgrade the Tamworth Zone Rural Fire Service mobile kitchen.
Mr Draper made representations to the Government on behalf of the Tamworth volunteers, after he recently inspected the caravan the service uses to provide food for volunteers fighting fires across the region.
“I met with local volunteers and was made aware of the need to obtain money to buy new utensils for the mobile kitchen including pots and pans, a new gas urn and floor coverings. It is important for the people manning the kitchen to provide fresh food for the volunteers fighting fires, while working in a comfortable and hygienic environment,” Mr Draper said.
“This mobile kitchen travels from fire events at Barraba in the west to Nundle in the east, and right across the entire Tamworth Regional Council area. It is also deployed to surrounding areas including the Liverpool Plains to provide backup for their local brigades.
“As the old saying goes, an army marches on its stomach, and I took this request for assistance to the Minister for Emergency Services Tony Kelly and detailed the importance of upgrading the kitchen to help our volunteers.”
“I am pleased the money has been provided to assist with the upgrade, as it will help with fire operations across the entire region as our volunteers continue to make their very important contributions for the community,” he concluded.

Draper Calls on Debnam to Clarify Water Policy

The Member for Tamworth Peter Draper has welcomed a flying visit to Tamworth by NSW Opposition leader Peter Debnam, and has called on him to clarify the Coalition’s commitment to local water infrastructure.
Mr Draper pointed out that in the Coalition’s policy ‘Drought-Proofing the North West’, only $20 million had been allocated for the Barnard River diversion in 2011, which was at odds with the local National Party candidate’s publicly stated “$245 million, fully costed, fully funded” Barnard Dam plan. The Coalition’s website also states that they would seek this $20 million from the Australian Government Water Fund, and not provide funds from the State budget.
“The National Party candidate for Tamworth has promised that his $245 million Barnard Dam plan has been fully costed and funded, yet Coalition leader Peter Debnam has only pledged $20 million for a Barnard River diversion in 2011, with no mention of a new dam. There is also no mention of the essential $13.5 million Chaffey Dam safety upgrade required to protect the neighbouring communities in the event of a major flood,” Mr Draper said.
“The often rejected Barnard River plan is also reliant on the Coalition winning Government in their own right following the March election, however recent polls show this is extremely unlikely.
“This plan also shows that the National Party is prepared to compromise the safety of Woolomin residents in order to try and win votes in Tamworth. They are committing to an 8-metre increase in the height of Chaffey Dam’s wall, but there is no commitment to the safety upgrade that is needed to protect residents downstream from the wall.
Mr Draper has called on the Opposition Leader to clarify his party’s policy on water for the North-West, as his website was clearly at odds with what the local National Party candidate has been begging residents to believe.
“The Coalition’s unfunded election promises have already reached a massive $28.5 billion as they back peddle away from the Charter of Budget Honesty, so the community should hear how the Coalition will guarantee the funding for the Barnard is secure, especially as they may be negotiating with Peter Garrett by 2011.
“Should the Independents hold the balance of power following the March 2007 election, country water and sewerage needs will receive a significant boost in funding, as this issue will be conditional on determining which party would govern this State,” he concluded.
Local National Party Candidate Referred to Electoral Commission

The Member for Tamworth Peter Draper has condemned efforts by the National Party candidate for the seat of Tamworth to deceive local families into attending a political rally by misrepresenting it as a ‘Family Fun Day’.
According to a media alert issued by National Party leader Andrew Stoner, the National Party will launch their State election campaign this Sunday at the Tamworth Jockey Club, at the same time as the local candidate has invited local families to attend a ‘Family Fun Day’ at the Jockey Club grounds.
“This is not rent a crowd, this is deceive a crowd,” Mr Draper said.
“Kevin Anderson, a drummer in a local band and the endorsed local National Party candidate, has advertised in local media that he will host a free ‘Family Fun Day’ at the Tamworth Jockey Club this Sunday, which, coincidentally, will start at exactly the same time as the press conference for the National Party’s 2007 State campaign launch.
“Local residents should be outraged at this blatant political stunt, and I feel sorry for the hard working families who are being duped into attending a political rally, instead of an actual family fun day.
“This is desperation by the National Party, who are trying to deceive people into attending a political rally so it will appear to the Sydney media that the campaign launch has attracted strong community support, and if this sort of trickery is not illegal, it is most certainly immoral.”
Mr Draper pointed out that at no time has the local candidate stated in advertisements for the Family Fun Day that it would coincide with the Party’s campaign launch, and he had referred the matter to the NSW Electoral Commission for urgent investigation.
“This is a deliberate attempt to deceive unsuspecting families into attending a political rally in the guise of a family event, and residents have the right to expect honesty from candidates hoping to represent this electorate, not deception,” he concluded.
Twin Engine Westpac Chopper for Tamworth

The safety of the Tamworth-based Wetspac rescue Helicopter crew will be greatly improved following the announcement that the service is to have a permanent twin-engine helicopter, the Member for Tamworth Peter Draper said today.
Following an intense lobbying campaign by Mr Draper and fellow independent Richard Torbay following the crash of the service’s single engine aircraft near Warialda on February 3, the good news was delivered today by the Minister for Health, John Hatzistergos .
“The management committee of the Westpac Rescue Helicopter has been strongly lobbying Government to provide a dual engine helicopter for this region for some time, and the accident near Warialda strengthened the case for increased financial support to safeguard the district,” Mr Draper said.
“I welcome the Government’s quick response to this issue, although it is disappointing that it took a near disaster to secure an aircraft that the service has required for some time to improve crew safety.
“I thank the Minister for recognising the value a dual-engine helicopter will provide to this area, as I believe that the security of operating an aircraft with two engines is essential in providing an emergency service to our community that can operate 24 hours a day,” he said.
Mr Draper said the NSW Ambulance Service will now be discussing the type and model of helicopter and also the funding and sponsorship arrangements with the Westpac Service. He also paid tribute to the crew of the Westpac Helicopter for their bravery and skill that saw them all walk away from the crash at Warialda.
“I hold all of our emergency personnel in the highest esteem, and thankfully the skills of pilot David Davies saw the helicopter make an emergency landing without power during the incident at Warialda, yet none of the team was injured,” he said.
“The crew can now take comfort that the risk of a similar incident occurring is significantly reduced, and can continue to deliver their outstanding services to our community,” he concluded.

Minister Opens Gunnedah Ambulance Station

The Member for Tamworth Peter Draper today welcomed the Minister for Health John Hatzistergos to Gunnedah to officially open the community’s new $900,000 Ambulance Station.
While the station has been operational for a number of months, Mr Draper had requested that the Minister personally inspect the completed station and meet with the ambulance staff and community members who had helped make the new station a reality.
“The Gunnedah community deserves special recognition for their efforts on this project, as local residents wrote more than 2,300 letters of support for the project, and this was instrumental in convincing the Government to provide the funding,” Mr Draper said.
“Mr Hatzistergos was able to visit the station before its completion mid last year, and I was also pleased to take the Premier Morris Iemma on an inspection of work in progress shortly after.
“It is encouraging that the Government recognises the importance of this facility to the local community, and I thank Minister Hatzistergos for agreeing to visit Gunnedah and meet with the people who made the station possible.
“Gunnedah residents deserve a big vote of thanks for helping me put this community firmly in the political spotlight, and I am committed to ensuring the community continues to benefit from ongoing Government attention,” Mr Draper concluded.

$200,000 in Life Saving Equipment for Tamworth

The Member for Tamworth Peter Draper has welcomed $200,000 for life saving cardiac catheterisation and stroke services at Tamworth Hospital, announced today by the Minister for Health John Hatzistergos.
The funding will allow for the purchase of state-of-the-art cardiac and catheterisation equipment for Tamworth Hospital, which will upgrade the current patient monitoring system, purchase additional patient trolleys, provide additional storage for coronary stents, upgrade the intra-aortic balloon pump, purchase an additional blood coagulation monitor and a biphasic defibrillator. It will also allow for the employment of new stroke care co-ordinators.
“This new equipment will upgrade Tamworth Hospital’s readiness for coronary patients and allow for a higher level of care, which will deliver more positive outcomes for patients,” Mr Draper said.
“With new stroke care co-ordinators, the hospital will also be better staffed to cope with victims of stroke from their admission to hospital right through to discharge, which is a rapidly growing concern to the community as our population ages.
“The co-ordinators are the first of six to be announced across the State and are the brainchild of local doctors and nurses, so it is a credit to our local professionals that Tamworth was chosen as the first site for this new initiative.
“This funding comes on top of previous funding assistance provided to the Tamworth Hospital during the Minister’s last visit to this area, and while much more needs to be done, I am delighted the strong record of investment in local health services is continuing.”
Mr Draper said he was pleased that the electorate of Tamworth was receiving visits by members of both sides of politics, and he was expecting many more political leaders to visit the area in the future.
“This year we have already seen a visit by Premier Morris Iemma and a number of other Government Ministers, following visits by Opposition Leader Peter Debnam, National Party leader Andrew Stoner and a number of Shadow Ministers,” Mr Draper said.
“I welcome the interest in the electorate of Tamworth and the many positive outcomes it has provided for our local community, however I expect many more visits from key political figures in the run up to the March 24 State election,” he concluded.

Local Campaign Wins $55,000 Bus Funding for Manilla

The Manilla community deserves recognition for a spirited campaign resulting in a grant of $55,000 from the State Government to fund a new community bus, the Member for Tamworth Peter Draper said today.
Mr Draper welcomed the good news during a visit to Manilla today by the Minister for Health, John Hatzistergos, and Mr Draper paid tribute to the efforts of Manilla residents in seeing the project to fruition
“The Manilla community never gave up their fight to win funding for a new bus, so I am very pleased that their efforts have finally paid dividends,” Mr Draper said.
“I had asked for community support to convince the NSW Government that they should provide funds for the project, and it was through the community’s effort the funding has been secured.
“The people of Manilla have been campaigning on behalf of residents needing transportation to and from local health services for some time now, and with strong support from groups like the Post Office Hotel Fishing Club, plus other dedicated members of the community, I was able to convince the Minister that the project deserved Government support.”
The new bus will be used to transport elderly and disabled residents to local health services, and will rep lace the old vehicle that was no longer meeting the community’s needs.
Mr Draper said the 30 members of the Post Office Hotel Fishing Club had raised $1500 towards the new bus, and he had used this example of local co-operation as a reason why the Government should provide the balance needed to buy the bus.
“The Gunnedah community had demonstrated they could make a difference for local health services by writing me more than 2,300 letters of support for a new Ambulance Station, which I used to secure the $900,000 needed to make the project a reality,” Mr Draper said.
“It is especially encouraging to see Manilla people pull together to significantly improve local health facilities, and I would encourage other communities to follow this example
“Special mention must go to Joe McManamon and John Brand for their leadership in the campaign to secure this funding, and my thanks also go to the many groups and individuals who helped win this fight,” he concluded.

Walcha set to Continue with Independent Representation

The Member for Tamworth Peter Draper met with his colleague Richard Torbay along with Walcha Mayor Bill Heazlett and Deputy Mayor Kevin Ferrier to discuss issues of importance to the Walcha community prior to the district moving from the electorate of Tamworth into Northern Tablelands at the March 24 state election.
The two independent MP’s attended the Walcha Cup on Saturday, where Mr Draper used the opportunity to introduce many residents to their new local Member.
“With the boundary changes for NSW electorates coming into effect after the March election, Walcha will move into the Northern Tablelands electorate, which is very well represented by Mr Torbay,” Mr Draper said.
“While I am sad to be losing Walcha from my electorate, its residents will certainly be in excellent hands, and they will continue to enjoy many positive outcomes that result from independent representation.”
Mr Draper said he developed a strong working relationship with the Walcha community over the past four years, and that had helped him lobby Government to deliver many positive results.
“I was pleased to assist the Walcha community in attracting $7 million for a new hospital for the town which is well underway towards completion, and will prove a vital community asset well into the future,” Mr Draper said.
“The community has been very supportive of my efforts to attract funds for various community projects, and judging on Mr Torbay’s successes in the Northern Tablelands, that support will continue after the March election.
“In co-operation with Walcha Council I have already made progress in tarring Topdale Road, I am certain Mr Torbay will secure the funds for this and other projects that will deliver improved outcomes for the community.
“I would like to publicly thank the many residents in Walcha for their co-operation over the past four years and in particular the Mayor Bill Heazlett and his fellow councillors who are all truly passionate about getting the best for Walcha and the surrounding district.

Barraba Showgirl Congratulated

The Member for Tamworth Peter Draper and his wife Sharon were on hand to congratulate Barraba local Emma Holgate for her win in the Barraba Showgirl pageant at the Barraba Rugby Club last Saturday evening.
Mr Draper announced Emma as the winner of the competition at a ceremony that celebrated the proud tradition of the Barraba Show and he also offered congratulations to fellow contestants Rebecca Bolton and Leanne Thrift.
“I was extremely impressed with the quality of all three contestants in this year’s pageant, and any one of them could have represented their community with pride and enthusiasm,” Mr Draper said.
“I am positive that Emma will do a wonderful job in 2007, and I offer my congratulations to all three young ladies for demonstrating their passion for the local community by entering this competition.”
The Barraba Show will be held 10-11 March, and Mr Draper said he was pleased to see the continuation of the Showgirl tradition.
“In a time when many young people are leaving country communities, it is very encouraging to see young ladies such as Emma, Bec and Leanne willing to contribute in a positive way,” he said.
“Emma is about to take up employment as a nurse in nearby Bingara, Leanne is a local who is now teaching in Moree, and Bec is well known to Barraba locals through her employment at the local IGA supermarket,” he continued.
“Showgirl pageants have been a strong tradition in country communities, and I hope that Barraba will continue that tradition well into the future,” he concluded.

Draper welcomes Country Energy GM and Apprentices

The Member for Tamworth Peter Draper has welcomed five new Country Energy apprentices plus new regional manager Matt Patterson to Tamworth, and applauded the company for employing 14 apprentices in total across the New England and North West.
Apprentices Joseph Bennett, Peter Wenner, Toby Fielding and Keiren Jones have taken up linesman and electrician apprenticeships with Country Energy in Tamworth, while Denes Thompson will start an apprenticeship in Gunnedah.
Matt Patterson has replaced Paul Brial as manager of the northern region.
“Country Energy is a strong contributor to regional communities, employing 620 apprentices in less than six years, so it is pleasing to see them continue to support country communities by investing in these young people,” Mr Draper said.
”I am also pleased to welcome Matt Patterson as the regional general manager. Mr Patterson has served Country Energy for the past eight years in country areas including Bathurst and Dubbo, so it is good to see someone with a strong understanding of rural and regional issues take up the position.
“I had a strong working relationship with Country Energy through Mr Patterson’s predecessor, Paul Brial, and I am sure this will continue under Matt’s stewardship.”
The new apprentices are among 114 to take up positions with Country Energy, which has a workforce of more than 4,000 people covering 95 per cent of NSW.
Its network includes 195,000 kilometres of power lines, 1.4 million power poles, 113,000 distribution substations and 120,000 streetlights.
“Country regions are suffering from a serious skill shortage in the trade areas, and it is encouraging to see a large entity like Country Energy working to alleviate this problem,” Mr Draper concluded.

National Party Candidate Spreading Fear on Local Jobs Draper

The National Party candidate for the seat of Tamworth should focus on the devastating effects that the Coalition’s plan to sack 20,000 public servants will have on country areas, instead of creating fear in the community over the security of local Qantas jobs, the Member for Tamworth Peter Draper said today.
Mr Draper said the candidate’s comments in local media today regarding Qantas jobs in Tamworth would only cause undue concern for the airline’s local employees, and questioned his judgement in determining what the priorities were for the local area.
“Instead of saying he would fight for Qantas staff whose jobs are not under threat, the National Party’s local candidate should stand up for the 20,000 public servants who will lose their jobs under the Coalitions dangerous plan,” Mr Draper said.
“This candidate is so desperate for media attention that he is creating fear in the community over the future of 60 hardworking local people, just to get a headline” he said.
“These jobs are not under threat from the Qantas takeover, and the candidate himself admits that he is “not aware of any discussions involving the Tamworth operation at this stage”.
“Instead of fear mongering, the National Party candidate should be fighting for the backroom staff in our police stations, hospitals and schools that are under direct threat from the Coalition’s appalling policy to sack 20,000 public servants should they be elected in March.”
Mr Draper also pointed out that the aviation industry was a Federal Government responsibility.
“If the National Party Candidate wants to talk about Federal issues, then let’s hear his views about the sale of Telstra, the privatisation of our airports including Kingsford Smith, and he might even have a comment on just who sold Qantas in the first place’” Mr Draper said.
“I thought that this National Party candidate was running for the State seat of Tamworth, yet once again he seems to be confused as to what constitutes a State responsibility,” he said.
“We have a very effective local representative for the Federal seat of New England in Tony Windsor, and he is fully aware of the issues relating to the Qantas takeover, yet he has not unnecessarily created fear about local jobs for the sake of a headline.
Draper Welcomes New Principals

New principals have been appointed to 10 schools across the local area, the Member for Tamworth Peter Draper said today.
Janette Meehan (Manilla Central School), Aurora Reilly (Nemingha Public), Rodney Jones (Gunnedah High), Jeremy Mills (Tamworth West Public), Kerrel Haire (Boggabri Public), Christine Patison (Carroll Public) and Matthew Jacobson (Niangala Public) have taken up permanent positions, while Michael Windred (Somerton Public), Dale Rands (Tamworth High School) and Timothy Munday (Werris Creek Public) have taken up relieving positions.
“Staff at our local public schools are quite exceptional, and the appointment of these new principals will only help build on that deserved reputation,” Mr Draper said.
“I have developed a strong working relationship with the principals and staff at all our local schools, and by working together we have attracted significant investment from the State Government, including the recent completion of a $2.3 million hall at Gunnedah South Public.
“I look forward to meeting the principals who are new to the area, and reacquainting myself with people I already know from other roles in the education system.
“Quality education is something that parents and children expect in this area, and I look forward to working closely with all the local schools to attract further Government support.”
Mr Draper pointed out that a number of exciting opportunities exist for education in the local area, including an examination into future education requirements in Tamworth that is looking closely at the Tamworth High, Tamworth West and Bullimbal Schools.
“The management team at all three schools have been supportive of my push for improved facilities in the past, and I am looking forward to ongoing consultation with the new school leadership team,” he said.
“I am committed to working with local parents, teachers and the Education Department to deliver the best outcome for our students,” he concluded.
Stop Water Transfers to Protect Fish Health Draper

A rise in the incidence of water-borne parasites on native fish in local dams should force the State Government to stop further water transfers, the Member for Tamworth Peter Draper said today.
Local fish expert Steve Grammar is currently monitoring fish stocks across local dams to determine the effect low water levels are having on native fish, and early results indicated a rise in anchor worm or lernaea parasite.
Mr Draper said while the situation was not yet serious, continued water releases would only increase the risks to native fish stocks.
“As local dam levels have fallen the fish populations have been forced to congregate into a smaller area, which has assisted the spread of the anchor worm or lernaea parasite,” Mr Draper said.
“While an increase in the numbers of this parasite is of concern, at current levels they do not pose a significant risk to fish stocks, and fish caught in local waterways remain safe to eat
Mr Draper said as water temperatures increased due to low levels, the incidence of anchor worm and other parasites such as trichodina, ichthyophthirius multifiliis or white s
pot, and chilodonella will increase. He added that the responsibility was now on the State Government to stop water transfers from local dams until levels increased significantly.
“In high numbers anchor worm can prove fatal for Murray cod and golden perch, particularly if the lesions left by the parasite on the skin of the fish do not heal properly,” he said.
“As the immune system of worm-infected fish runs down, they can also be susceptible to more serious diseases including white spot, trichodina and chilodonella. With fish infected by white spot, large pale blotches appear on the skin and in many cases prove fatal to the fish.
“In cases of chilodonella, the fish appears emaciated and pale, is covered in excess mucous and may cause the skin to peel away, exposing the fish to secondary infection by the fungus saprolegnia. Trichodina affect the skin and gills of a fish and in high numbers can prove fatal.
“If these diseases occur then we could see a large decline in fish populations, and any fish caught would no longer be safe to consume, so I am urging the State Government to stop any further water transfers to prevent this from happening.
“It is extremely important that the ecology of local dams and waterways be protected given the extremely low water levels and the persistence of this drought,” he concluded.

Postal Vote Information Available at Draper’s Office

The Member for Tamworth Peter Draper said today residents who are unable to attend a polling booth on March 24 could contact his office to request a postal vote form.
Mr Draper said his office had been inundated with calls from residents requesting a postal vote application form, and those who were unsure of their options on March 24 should contact him at his 13 Fitzroy St office on 6766 1422.
“I have already sent out postal vote applications across the electorate, but those who haven’t received one can call my office and I will send one straight out,” Mr Draper said.
“Postal vote applications are for those residents who are unsure if they will be near a polling booth on March 24, or are unable to reach one for a variety of reasons.
“Having access to postal vote material is vital in rural areas due to isolation and transport shortfalls, so I encourage anyone who is unsure if they will be able to attend a polling booth to contact my office.”
People eligible for a postal vote application include those who will be prevented from attending a polling booth through travel, have a medical condition or are a carer of a person with a medical condition, have work commitments on polling day, have religious beliefs preventing them attending a booth or are registered as a silent elector.
Association’s Concerns on Housing Development Valid Draper

The Member for Tamworth Peter Draper said today he shared the concerns of the Peel Valley Land User’s Association on a proposed farmland development near Nemingha.
Mr Draper said the Association would be holding a meeting tomorrow night regarding a proposal to build 275 housing blocks near the village, and he encouraged residents and community leaders in the local area to attend and express their opinions.
“Residents in the Peel Valley hold genuine concerns regarding the impact such a development would have on the area’s already stressed water supplies and highly productive farmland,” Mr Draper said.
“During this persistent drought, any large development should be subject to intense scrutiny, and residents must be consulted to address any long-term negative effects such a large development may have on existing farmers.
“Peel Valley irrigators are already suffering from this drought through large cuts to their groundwater entitlement, and there has been a zero allocation from the Peel River to start the last 4 seasons.
“Local residents appear unanimously opposed to this development, and I would encourage all interested people to attend this meeting and participate in the debate.”
Mr Draper is also a resident of the Peel Valley, and will be attending the meeting.
“Many farming families have their entire lives invested in their property, so it is appropriate that they be given the opportunity to have a say on their future,” Mr Draper said.
“The biggest concern conveyed to me on this proposal is that there appears to be no plan to provide a sustainable water supply to this estate, without affecting the capacity of local farmers to access reliable water allocations.
“The meeting is an opportunity to raise these and other concerns before Council considers the proposal, so I expect to hear other issues raised, including protection of existing industry and the effects on the local environment,” he concluded.
The meeting will be held at the Nemingha Hall, Back Kootingal Road, Wednesday, 7th February, from 7pm. All interested residents plus the media are invited to attend.
Local Community Benefits From 9 New Police Draper

The Member for Tamworth Peter Draper joined with local police and community members today in welcoming nine new probationary constables to Tamworth.
Describing the allocation as a positive move for policing in the Oxley Local Area Command, Mr Draper said the local community were extremely supportive of the new police, and that he was pleased to see such a high calibre of officers allocated to the local area.
“The latest allocation of new police has been greatly anticipated across the Oxley LAC, and I was pleased to work closely with Superintendent Tony Jefferson to make sure this command received a big boost to officer numbers,” Mr Draper said.
“These new officers have endured criticism from the media and some politicians, but after meeting and speaking with the new officers today it is obvious the criticism is completely unfounded.
“I am positive that local people share my admiration for these new police who are willing to take on such a challenging role on behalf of the community, and I wish them every success in their career with the NSW Police Force.
“I was also pleased to see several Tamworth locals among the nine, wanting to start their career in this area. I look forward to continuing to work with Supt Jefferson to further boost police numbers,” he said.
Mr Draper added that the new police would also assist in his campaign towards 24-hour policing in Gunnedah, however his first priority was to secure funding to complete upgrades to the Gunnedah station.
After welcoming the new recruits, Mr Draper met with NSW Police Association President Bob Pritchard plus other Association members, and discussed the continuing need for additional police.
“I am pleased to support the aims of the Police Association to increase police numbers across the State, and should there be a hung Parliament after the March election, country independents will make police numbers a priority,” he said.
“I have offered a number of solutions to Police Minister John Watkins that would address ongoing staff shortages created by long-term sick and stress leave, and that would allow commands to recruit against positions where the officer is unable to work.
“I was encouraged to see Commissioner Ken Moroney recently state that they were seriously considering the proposals I made to the Minister, as I am confident this could alleviate much of the staffing pressures that commands are currently experiencing,” Mr Draper concluded.

Manilla Gearing Up for World Paragliding Championships
Manilla and the surrounding area will be the centre of attention for the paragliding world during next month’s 10th Paragliding World Championships at the newly revamped Mount Borah launchpad, the Member for Tamworth Peter Draper said today.
Mr Draper welcomed a visit by the Minister for Tourism, Sport and Recreation Sandra Nori to officially open the recently completed $90,000 upgrade to the Mount Borah facility in preparation for the World Championships. He said the launchpad was now a world-class facility and it would enhance Manilla’s reputation as the world’s premier paragliding venue.
“I was pleased to take the Manilla Sky Sailors case to Government for financial assistance, and the $90,000 grant to upgrade the facility recognised the importance of Mount Borah to local tourism, while a further $15,000 grant will be put towards hosting the World Championships. Manilla can expect to receive tangible benefits from having one of the best paragliding facilities in the world,” Mr Draper said.
Mr Draper said that next month’s World Championships promise to bring more than $2 million to Manilla and the surrounding district through increased tourism and economic activity each year.
“I congratulate Manilla Sky Sailors Club president Godfrey Wenness for his tireless efforts to bring Mount Borah up to the standard we see here today, plus the many other members of the community who have assisted in the campaign to attract funding for this wonderful facility.
“The Manilla VRA volunteers should also receive special mention for ensuring the safe retrieval of any wayward paragliders during events, so they will play an important role in next month’s World Championships.
“I also thank Minister Nori for her enthusiasm for the sports and her recognition that this facility is a very important part of our local tourism industry, bringing visitors and dollars to the local area,” he concluded.

Spark Put Into Barraba Showground Draper

The Barraba Showground will benefit from a $33,187 State Government grant to supply power to the Showground’s toilets and camp draft areas, and to light the rodeo arena, the Member for Tamworth Peter Draper said today.
The Minister for Tourism and Sport and Recreation, Sandra Nori, today travelled to Barraba with Mr Draper to present the cheque to members of the Barraba Pastoral and Horticultural Association.
Mr Draper said he was pleased the funds had been provided, as the showground would be able to expand its operations to cater for more events and larger numbers of people.
“During one of my many visits to Barraba, I met with Chris Forbes, Chairman of the Show Society and Horticultural Association, and he impressed upon me the need to fight hard to convince the Government of this project’s worthiness,” Mr Draper said.
“I have raised this project with Minister Nori on a number of occasions and highlighted the importance of this showground to the Barraba community, so I am delighted that she has been able to make the funding available.”
“Showgrounds serve as the entertainment centrepiece for small rural communities like Barraba, and providing power will allow the showground to cater for large events that will further benefit the community.”
Mr Draper pointed out that the powered toilet block would increase the comfort of patrons, while improved access to lighting would allow for the staging of night events, which would also prove more comfortable for patrons and participants in the summer months.
“This upgrade will also encourage greater use of the facility locally, including pony club, school groups and other organizations, keeping more sporting and recreational events within Barraba,” Mr Draper said.
“I am already developing a strong working relationship with the Barraba community, where by working together we have achieved some good results, including the provision of water tanks to both the Showground and Rugby Club, a $9900 grant to assist with disabled toilets at the Rugby Club, and funding to provide the new steps at the Barraba swimming pool.”
“I look forward to further building on this relationship to ensure local residents and associations receive the attention they deserve from Government,” he concluded.
